The European Union should show leadership at the UN climate summit in Durban and work towards an ambitious and balanced outcome, building upon what was agreed last year in Cancun. In order to reach the agreed objective of maximum 2 degrees Celsius increase of global temperatures an ambitious international regime is needed.
Second commitment period
During the European Council meeting on the 10 October, Ministers discussed in particular prolonging of the Kyoto Protocol beyond the end of 2012, the "second commitment period" and the management of surplus "Assigned Amount Units" (AAUs). The EU supports a second commitment period as it believes that a single legally-binding instrument would be the best while the Council says that it should be the last one before convergence between the Kyoto Protocol and Convention outcomes, and that in any case it should last no longer than 2020.
