"An agreement that does not address the necessary means of implementation -- finance, technology and capacity-building -- will not be equitable," he said at an informal ministerial consultations on the 17th Conference of the Parties (COP17) of the United Nations Framework Convention on Climate Change (UNFCCC).
Those who attended the gathering on Friday included 21 environmental ministers, accompanied by negotiators and delegates from 43 UNFCCC member states. COP17 will take place in Durban from Nov 28 to Dec 9, 2011.
Zuma said climate change is a global problem which needs a global solution. "The principle of equity must be addressed in the context of sustainable development."
He said parties would need to do more to reach the agreed long-term global goal of limiting the average temperature increase to below two degrees Celsius and he called on the international community to honour international commitments, and not to shy away from them.
As host of COP17, South Africa hopes to follow on the relative progress made at last year's negotiations in Cancun, Mexico.
