The Prime Minister intervened just when ministers, who resent Ramesh's enforcement of environment laws, had started what could have turned into a full-scale assault on the environment minister, sources said.
Coal minister Sriprakash Jaiswal who, sources said, worked hard to mobilize opinion against Ramesh's insistence that dense forests be declared "No Go" zone for mining, started the build-up for the attack on Ramesh by reading from a three-page note. He asked for the dilution of the "No Go" policy, arguing it militated against the efforts to tackle the nation's power deficit.
