The retreat of Himalayan glaciers due to global warming poses a huge threat to both people and wildlife such as the snow leopard and Himalayan tahr. Chief Minister Prem Kumar Dhumal and his cabinet have indicated that they are serious about protecting their biodiversity and encouraging environment protection. In August 2008, over 1.5 million indigenous saplings were planted on a single day and the government hopes to plant five million saplings next year. The green tax will, however, be voluntary and cabinet members took the first step by agreeing to contribute Rs. 100 per month for the fund.
