“International consultation and analysis" (ICA) refers to a global system for monitoring efforts that developing countries make to counter climate change by using domestic resources. This was agreed to by developing countries like India, China at the Copenhagen meet as part of the political “grand bargain"—the Copenhagen Accord.
At Tinajin, the US said it would continue to demand a tougher regime for China as a precondition before any substantial cuts in emissions. Unable to push through its domestic legislation, the US has been using China to pass on the blame for the global impasse. “For the US, the lack of detail on ICA is the deal breaker," a negotiator said. To avoid being seen as stalling an agreement for the global good, the BASIC (Brazil, South Africa , India, China) countries decided to proactively present an ICA framework to checkmate the US, and protect national interests of developing countries.
