Speaking on the occasion, Mr Ramesh said 16 observatories and 101 research institutions were working and Rs 200 crore will be spent on the programme.
The fund provided under Black Carbon Research Initiative National Carbonaceous Aerosols Programme (NCAP) should be used to build the next generation capacity building.
"We need to create a larger community of scholars and researchers," he said.
He said there was complete difference in behaviour of Himalayan glaciers and Arctic glaciers which need to be studied and "we need to establish our own scientific capacity to understand this change."
