EU (Andreas Calgren,Swedish Premier): Starts with reference to Indira Gandhi's (in)famous 'Poverty is the biggest polluter' quote from the 1972 Stockholm conference that she attended (should make the Indians
happy!). Notes that EU only account for 10 percent of global emissions. Talks about why just focussing on the KP is not enough. Wants to build on the KP. Why? Because it won't reduce emissions. Addresses US and China directly - "USA and China, you account for 50 percent of GGH emissions. Let us be honest with each other. Together your ambition will make or break the world's ambition to keep global warming to 2 degrees. As a friend, I ask you unleash your full effort and make it possible for the world to stay below 2 degrees. Let this be the place to take the decisive step to take the climate challenge. Let this be the hall where we agreed. Let us be able to look each other straight in the eyes and say - all in all we are together citizens of this incredibly beautiful planet and therefore we have to make this together."

 

HUGE APPLAUSE

 

The COP President then thanks the EU for raising the tone of the HLS (High Level Segment) and reminds delegates that it was an EU/G77 proposal - the Green Paper - submitted in Bali in 1995 that led to the Kyoto protocol. Hopes that EU/G77 will be able to lead the way here too.
