The CAG, in its report for 2010-11 has blasted the ministry of environment and forests for wasting crores. The audit report has also expressed its unhappiness over the functioning of National Biodiversity Authority and the Botanical Survey of India and the New Delhi-based National Museum of Natural History.
The Eco City Programme launched by the Central Pollution Control Board in 2007 has failed to take off, says the report. Accordingto the CAG report for 2010-11, non-governmental organizations, popularly known as voluntary agencies (VA) have swindled the exchequer of more than Rs47 crore under the pretext of afforestation projects.
“National Afforestation and Eco-Development Board (NAEB) released Rs 47.03 crore to Voluntary Agencies and State Forest departments for implementing 647 afforestation projects.Audit observed that only 3.57 per cent of the projects sanctioned to VAs and 23 per cent of the projects sanctioned to SFDs could be completed.
