In a letter to chief minister Naveen Patnaik, Jairam expressed concern that while other states like Andhra Pradesh, Chhattisgarh, Uttarakhand and Jharkhand have taken their respective CAMPA funds deposited with the ministry by submitting annual action plan for the year 2010-11, Odisha has not asked for the same and even not submitted the annual action plan for the year. Jairam Ramesh has pointed out the state government's inert attitude to claim funds under CAMPA to the tune of Rs 140 crore.
